Additional Information Regarding the Distribution Formula

Due to the numerous responses regarding the Verification/ Correction Form, clarification of formulas for determining eligibility for each category is provided below:

Documentation: documentation and written explanation of proposed changes are necessary for any adjustment to occur. The preferred form of documentation is the Employee Personnel and Training Data Summary.

Awards: (# or years of active service since 1991/2) - (# of awards received from 1991 to present) = # or awards due.

First, the active service applies only to SSA service and is not to be combined with all government employment. Second, the formula begins on November 21, 1991 and ends January 11, 2002 the dates agreed upon by the settlement. All awards to be calculated must be within this time frame. Third, the final number when computed must be above .5 to be eligible under this category.

QSIs: First, the formula begins on November 21, 1991 and ends January 11, 2002 the dates agreed upon by the settlement. Second, grade changes substantially effect this calculation; divide number of years of service at SSA since 1991 by number of grades occupied. Eligibility under this category is possible only if this number is greater than 2.

Promotions: The formula begins on November 21, 1991 and ends January 11, 2002.

Service: The formula ends on January 11, 2002.

Discipline: Suspensions and removal actions must have occurred between 11/21/91 and 1/11/2002 for eligibility within this category.

Formal EEO complaints: First, the formula begins on November 21, 1991 and ends January 11, 2002. Second, counseling reports are not considered formal complaints under the settlement agreement.
